Digitisation Plan
Five systems we propose for the greatest public impact, each one answering a problem we identified
False Cognitive Technologies · October 2026
False Cognitive Technologies · Samoa Digitisation Plan · October 2026
2
Five problems we identified, and one system for each
We looked for problems where a working system would help the most people soonest. For each one we propose a system that already runs and can be demonstrated today.
Samoan and English throughout
Built for basic phones and weak signal
Data hosted where Government decides
Each one already running as a demo or in production
Passengers wait at the roadside
No one knows when the next bus will pass their village, or whether it is full.
Families wait in the ER without answers
Paper sign-in sheets give the Ministry no data on how long people wait or who leaves unseen.
A medical transfer from Savai'i runs on phone calls
Family, airline, Ministry of Health, airport and ambulance each hold a piece of the picture.
SOE reports arrive late and in different formats
The Ministry has no single view of what each public enterprise is reporting, or who is overdue.
Each border agency handles the traveller form separately
Customs, immigration, health and agriculture all need parts of the same declaration.
False Cognitive Technologies · Samoa Digitisation Plan · October 2026

Works as an installable phone app, shows how old each position is, and keeps a passenger's favourite buses and places on the phone.
Live map
107 villages and 26 road-snapped routes across Upolu and Savai'i. Buses shown are simulated for the demonstration.
False Cognitive Technologies · Samoa Digitisation Plan · October 2026

False Cognitive Technologies · Samoa Digitisation Plan · October 2026
38
How TravelPass works
01
Declare online before travel
Trip type, passport details, travel details and a customs and agriculture declaration, in English or Gagana Samoa. One form per family.
02
Receive an e-Declaration
A confirmation number and QR code, which the traveller can retrieve or update later.
03
Officer scans at the border
The QR scanner pulls up the declaration at the airport or wharf.
04
Each agency sees its share
Workflow rules route declared items to the right agency, and alerts flag travellers of concern.
Five access levels, set per agency
| Level | Agencies | What they see |
| 1 | Customs and Revenue, Immigration | Full record; can edit |
| 2 | Ministry of Health | Full record; read only |
| 3 | Agriculture and Fisheries, Natural Resources | Name and masked passport; only the items in their mandate |
| 4 | Police | Name redacted; travel patterns visible |
| 5 | Tourism Authority, Commerce, Ports Authority | Totals and trends only; no individual records |
An active alert can lift levels 3 and 4 to the full record for one traveller. Level 5 is never lifted. Every view of personal data is logged.
False Cognitive Technologies · Samoa Digitisation Plan · October 2026
39
What a traveller sees
Start or retrieve

Passport masked and date of birth hidden.
Police, level 4
Name redacted; citizenship and travel kept for pattern checks.
Samoa Tourism Authority, level 5
Totals and trends only: arrivals, citizenship and mode of travel. Individual travellers never appear, and alerts cannot change that.
False Cognitive Technologies · Samoa Digitisation Plan · October 2026
41

42
Declarations route to the right agency automatically
Workflow rules
Rules send each declaration to the agencies that need it: agricultural items to Agriculture and Customs, large amounts of currency to Customs. Also built: flight and voyage schedules, a token-secured API for airlines, daily backups, and an audit log of every view of personal data.
False Cognitive Technologies · Samoa Digitisation Plan · October 2026

Sample data; figures are illustrative.
False Cognitive Technologies · Samoa Digitisation Plan · October 2026
45
Intelligence for expanding Samoa Airways' jet service
Arrival declarations and the visitor exit survey give the Government evidence it does not have today: who comes to Samoa, from where, when, why, and on which carrier.
What the data shows
Source markets, and how each one is growing
Arrivals by carrier, route and month
Seasonal and weekday peaks
Purpose of visit, length of stay and spending
How visitors heard of Samoa
What Government can do with it
Sharper marketing analysis by source market
Better-targeted visitor surveys
Evidence for new routes, frequencies and the timing of extra capacity
Joint planning with Tourism and the Airport Authority
What it means for Samoa Airways
Lower risk when adding a jet route or frequency
Capacity matched to demand the data has already shown
More opportunities for higher passenger load factors
Totals only: no individual traveller can be identified in these reports.
False Cognitive Technologies · Samoa Digitisation Plan · October 2026
46
What the systems have in common
Gagana Samoa for the public
FAST Bus, Samoa MedAir and TravelPass offer Samoan and English, with an in-app translation workflow for native-speaker review.
Works on basic phones
Light pages, installable web apps, offline buffering, and honest 'last updated' timestamps.
WhatsApp for families
TTM TimeTrak and Samoa MedAir take requests and send updates by WhatsApp, which families already use.
Access control and audit logs
Every action is tied to a named user and role. Sensitive fields are hidden from those who do not need them.
Reports and CSV export
Each system produces the operational data its ministry lacks today, ready for analysis in Excel.
Hosting chosen by Government
Self-hosted containers behind HTTPS. Data can stay on infrastructure chosen by the Government of Samoa.
False Cognitive Technologies · Samoa Digitisation Plan · October 2026
47
What Government gains from each system
| System | Partner agency | What it measures for the first time | What citizens notice |
| FAST Bus | Land Transport Authority, bus operators | Trips per route per day, planned vs actual travel time, villages with no service, passenger loads by hour | Leave home on time instead of waiting at the roadside; know if the bus is full or broken down |
| TTM TimeTrak | Ministry of Health, TTM Hospital | Wait to triage, wait to doctor, total time, left-without-being-seen, daily volumes | See their place in the ER queue on the TV, online or by WhatsApp; wait nearby, not in a crowd |
| Samoa MedAir | Ministry of Health, Samoa Airways, Airport Authority, ambulance services | Time to acknowledge, request to arrival, charter value, share funded by Government, demand by village | Request an emergency flight in minutes, in Samoan, and track it without chasing phone calls |
| Cabinet Link | Ministry for Public Enterprises, all SOEs | Every SOE report, metric, review decision and question, in one place and on time | Better-run public enterprises, overseen on evidence rather than scattered paper reports |
| TravelPass | Customs, Immigration, Health, Agriculture, Tourism | Arrivals and departures by nationality, purpose and mode of travel; declared goods; alert matches | One declaration online before travel, and a QR code to show on arrival |
False Cognitive Technologies · Samoa Digitisation Plan · October 2026
